No enrolled UPD passer received free tuition

Every UP Diliman (UPD) passer in the UP College Admission Test (UPCAT) who opted to enroll were assigned to paying brackets in the current Socialized Tuition System (STS) this year, according to data from the Office of the University Registrar (OUR).

Of the 875 students who passed in UPD, only 497 or 56.8 percent pursued their studies in the university. Of the 497 students, 443 or 89.13 percent were assigned to Bracket A with no tuition fee discount, 38 or 7.65 percent in Bracket B with 33 percent discount, and 16 or 3.22 percent in Bracket C with 60 percent discount.

STS groups UP students into five brackets based on family income and other socio-economic characteristics of the household with varying tuition discounts. Students pay a default tuition of P1,500 per unit in Bracket A.

In 2015, tuition collection increased to P473.43 million from P355.49 million in 2010 while the collection of other school fees (OSFs) rose to P28.81 million from P20.41 million, data from Department of Budget and Management showed. This is in pursuance of the Roadmap for Public Higher Education Reform which pushes state universities and colleges (SUCs) into generating their own income, according to University Student Council Councilor Ben Te.

“Sa ilalim ng Socialized Tuition System, sistematiko itong pumipiga ng kita mula sa mga estudyante. Kaya di nakapagtataka na maraming mga mahihirap ang pipiliin na lang na hindi tumuloy ng pagaaral sa UP dahil sa mga napakamahal na bayarin,” said Te. ■
